Variegata di Bologna, a Bourbon rose from Italy. It is said to be a sport, or a mutation, of another rose. However there are references out there that imply that Variegata di Bologna was raised from seed. It is a once blooming rose, though there are also references that say it blooms sporadically though I have never seen that; nor know of anyone who has. This rose can grow long canes, suitable for tying horizontally or for pegging. Pegging is essentially growing it up and then bringing the cane back down to the ground so it makes a big upsidedown"U" shape. You can also use it as a background shrub where you don't have to fuss with it after the flowers are done.
